of this pilot. kron 4's dan kerman has more on the pilot. and some other incidences involving the pilot. >> reporter: this pilot that was maneuvering the vessel that hit the bay bridge has had three previous incidences in the last four years. on august 27th, 2009, the captain was piloting this 565 grace towards the port of san francisco when briefly grounded. there was no damage and what this incident review committee could not find any failure with the action, he was ordered to take more practiced trips. on two days later, on august 29th, he was taking this vessel out from the san joquan stockton and it damaged a catwalk. he was also practiced as expected-to to--more practice courses. and as he was supervising a trainee at the ship was going from redwood city to the richmond harbor. this tug boat was attached and it made contact with the bottom of the channel causing minor damage. while he was only supervising he was blamed for pilot error. no action was recommended by the incident review committee >> skilled pilots of the river it is easy to make contact with the bottom or problems. i

, multiple southbound lanes are blocked. near "a" street. i'm pam moore -- kron4's dan kerman is live near the scene. dan what do we know? >> reporter: pam, let me show you the traffic is moving slow. this happened around 2:00 p.m. a tractor trailer with a double trailer jackknifed. let me show you from this video and it hit the guard rail on the right. as a result it hit the number four lanes, the number five lane and spilled 30 gal.-40 gal. of diesel fuel and impacting bushes along the roadside. the tractor-trailer was able to be removed just a few moments ago but the cleanup continues. as a result, we can see the number 50 right lane of remain closed for at least one-two hours, possible. the number four lanes will be open, soon. traffic is still slow the only deal would be the warrior game from earlier it is slow from the coliseum but that's a big rig is a out of the way. the cleanup continues. the traffic remains slow on the 880. >> pam: thanks, dan and we'll check back in with you. if there are any developments in this story. >> i, barack hussein obama. >> pam: president obama begins

tuesday had his first court appearance today. as kron 4's dan kerman tells us, the man is facing a variety of charges - >> shackled at the wrist he appeared in court but did not enter a plea. the news media was not allowed to show his face on camera. authorities say that he drove to the valencia gardens complex. shot at three people and to throw off. but it is what happened next is what the 19 year-old is charged with murder. >> one of police tried to stop him he willfully evaded the police. he ran a red light trying to get away from the officer and as he ran the red light to the collision occurred. it cost to deaths and serious injury to the third party it caused two different--gas. we have sufficient evidence to cause him with murder because it caused two deaths in addition to the two deaths 3 counts of attempted murder. the only 19 year-old has been involved with gang activity for some time. his arrest should be a wake-up call for parents. >> any sign of a gang activity of 11 years old, 12 years old, 13 years old should be a red flag to really pay attention. by that time they get to be

and the white house have reached a deal. kron 4's dan kerman is here with the very latest on this developing story. >> reporter: the bush tax cut expire at midnight, and if nothing is done, taxes go up for middle class americans. that is what everyone is trying to avoid. late monday evening vice president joe biden and senator harry read headed to the capitol to brief democrats on a deal worked out between congressional leaders and the white house to prevent across the board spending cuts and tax hikes. >> i think that this is a modest goal that we connect ambush. democrats, republicans in congress set to get this done. this is a modest goal that we can accomplish. >> reporter: for a tax hike for couples earning more than 450-thousand dollars a year. that's a compromise. between what the president wanted and what republicans wanted. the deal also calls for the extension of unemployment benefits and sources say the deal also delays by two months the automatic across the board spending cuts. that two month delay will end up being payed for half with tax revenue and half wiwith spending cuts.
